e53058dee0 windows: prefer 64-bit time_t (#25666)
time_t should be a 64-bit type on all relevant windows CRT versions
including mingw-w64 - MSDN recommends against using the 32-bit version
which only is happens when `_USE_32BIT_TIME_T` is explicitly defined -
instead of guessing (and guessing wrong, as happens with recent mingw
versions), we can simply use the 64-bit version always.

1d32607575 Allow parsing year "00" with "yy" pattern (#24785)
The "yy" pattern is relative to the current century, so year "00" should
be valid.

041098e882 clean up stdlib with --jsbigint64 (#24255)

The `jsNoInt64`, `whenHasBigInt64`, `whenJsNoBigInt64` templates are
replaced with bool constants to use with `when`. Weird that I didn't do
this in the first place.

The `whenJsNoBigInt64` template was also slightly misleading. The first
branch was compiled for both no bigint64 on JS as well as on C/C++. It
seems only `trandom` depended on this by mistake.

The workaround for #6752 added in #6978 to `times` is also removed with
`--jsbigint64:on`, but #24233 was also encountered with this, so this PR
depends on #24234.

24f5dfbed2 Add '.' (period, dot, ..) to FormatLiterals so that ss.fff can work. (#23861)
Honestly, to me the entire design of a (highly!) restricted set of
`FormatLiterals` characters seems antithetical to the very idea of a
format string template. Fixing that is a much larger change, though.

So, this PR just adds `'.'` so that the standard (both input & output!)
notation for decimal numbers in Nim can be used for the seconds part of
a time format in `lib/pure/times.format(.., f)`. It should only make
legal what was illegal and should be harmless since `'.'` is not used in
any special way otherwise.

Since defects aren't tracked anymore this causes a hint to pop up mentioning it

* Still track Defect when getting ran with an older Nim version

The raises followed a pattern so moving them into a pragma didn't seem to cause any extra problems

31b7a25e1e fix broken runnableExamples for getWeeksInIsoYear (#20193)
Based on what I understand from [Wikipedia](https://en.wikipedia.org/wiki/ISO_week_date#Weeks_per_year), 2001 does not have 53 weeks, but 2004, 2009, 2015, 2020 do. The years 2000 and 2001 seem to be copy pasted from the `getDaysInYear` example above. The result of `getWeeksInIsoYear` also seem to match up with Wikipedia.

That means these runnableExamples were never tested. Why is this the case? I only discovered this in #20091.
