Improved nimdoc styling.
...
This updates the inlined CSS in nimdoc.cfg, adds several helper classes
(and a few divs) to the generated HTML (some in nimdoc.cfg, one in
rstgen.nim), and tweaks the anchor linking scheme for headers in
rstgen.nim.
