New variable "FP_RADIX" and new templates "mantissaDigits",
"digits", "minExponent", "maxExponent", "min10Exponent",
"max10Exponent", "minimumPositiveValue", "maximumPositiveValue", and
"epsilon" added to retrieve the limits of floating-point types.
