<p>On Windows, if a root of <tt class="docutils literal"><span class="pre"><span class="Identifier">path</span></span></tt> and a root of <tt class="docutils literal"><span class="pre"><span class="Identifier">base</span></span></tt> are different, returns <tt class="docutils literal"><span class="pre"><span class="Identifier">path</span></span></tt> as is because it is impossible to make a relative path.
