Leon a9135095f0 docs: Mention import foo {.all.} syntax (#19377) 
Mention the `import foo {.all.}` syntax in the manual,
with a caveat about private imports.
Also link to the experimental importutils module.

Nim's documenation system
============================

This folder contains Nim's documentation. The documentation
is written in a format called *reStructuredText*, a markup language that reads
like ASCII and can be converted to HTML automatically!
