Revert "Disable the RAWINPUT joystick driver by default"

Disabling RAWINPUT on Windows 10 causes these issues:
* All Xbox controllers are named "XInput Controller".
* Trigger rumble no longer works.
* "XInput Controllers" are now also listed as separate haptic devices
