acinclude/libtool.m4: updates from mainstream git:
- Disables chained fixups for macOS ('-no_fixup_chains' if supported by
linker), because it is not compatible with '-undefined dynamic_lookup'
- Fixes Wstrict-prototypes warnings
- Regenerate the 'configure' script.
