Folded SDL_WINDOW_FULLSCREEN_EXCLUSIVE and SDL_WINDOW_FULLSCREEN_DESKTOP into a single SDL_WINDOW_FULLSCREEN flag

The fullscreen video mode used by the window can be used to determine whether it's in exclusive fullscreen or fullscreen desktop mode.

Windows now have an explicit fullscreen mode that is set, using SDL_SetWindowFullscreenMode(). SDL_WINDOW_FULLSCREEN_DESKTOP has been removed, and you can call SDL_GetWindowFullscreenMode() to see whether an exclusive fullscreen mode will be used or the fullscreen desktop mode will be used when the window is fullscreen.
SDL_SetWindowBrightness and SDL_SetWindowGammaRamp have been removed from the API, because they interact poorly with modern operating systems and aren't able to limit their effects to the SDL window.
