Added SDL_EVENT_TEXT_EDITING_CANDIDATES

This allows applications that have set SDL_HINT_IME_SHOW_UI to "0" to get candidates lists they can draw themselves.

Fixes https://github.com/libsdl-org/SDL/issues/4855
