Sam Lantinga cd633b9a88 Renamed SDL_IsAudioDevicePaused() to SDL_AudioDevicePaused() 
This aligns with the SDL3 convention of removing "Is" from self-explanatory function names

Also improved some documentation in SDL_audio.h
