c7e4217204 no-bug: Ignore zen-empty-tab in #isLastTabWindow (gh-14564) 
When dragging a tab from the blank window to the main window, the blank
window doesn't close because '#isLastTabWindow' considers
'zen-empty-tab' as a normal tab.

535fdce951 gh-14165: fix background tabs focusing on routed tabs (gh-14221) 
fixes: #14165

Two things I want to ask:
- This does fix the issue but I wanted to ask if we should maybe change
the background tab toast message to notify user that it was routed to
another space.
- Another thing is that the background tab toast does not appear when
the sidebar is in view which I know is intentional but maybe it should
be shown even then when tabs are being routed.

f9c4575c78 gh-13767: fix special key shortcuts displaying incorrectly until page reload (gh-13768) 
The problem was that `input.value` was getting the raw shortcut and not
really converting it to the normalized displayable string.
There was no method to just get the `displayString` for a shortcut
without creating a new one, so I put that logic into
`gZenZenKeyboardShortcutsManager`. The static function in `KeyShortcut`
class is just to reduce code duplication.
