Addresses a batch of privately reported security issues, grouped by
area:
- **SSRF** - migration PR-patch/asset fetches, OAuth2 avatar & OpenID
discovery, pull-mirror URL re-validation, and the outbound proxy path.
- **Access-token scope** - prevent scope escalation on token creation;
keep public-only tokens confined (feeds, packages, Actions listings,
star/watch lists, limited/private owners).
- **Access control / disclosure** - go-get default-branch leak, webhook
authorization-header leak, watch clearing on private transitions,
label/attachment scoping.
- **Denial of service** - input bounds for npm dist-tags, Debian control
files, Arch file lists, and SSH keys.
### 📌 Attention for site admins
Not breaking - existing configs keep working - but two changes are worth
a look:
- **New SSRF protection** Outbound requests (migrations, OAuth2 avatars,
OpenID discovery, pull mirrors, proxy path) are now validated against
the allow/block host lists. If your instance legitimately reaches
internal hosts, you may need to add them to
`[security].ALLOWED_HOST_LIST` (and the relevant `ALLOW_LOCALNETWORKS`
settings).
- **Deprecation** `[webhook].ALLOWED_HOST_LIST` is deprecated and will
be removed in a future release. Use `[security].ALLOWED_HOST_LIST`
instead; the old key still works for now.

This PR touches functions used in templates. As templates are not static
typed, errors are harder to find, but I hope I catch it all. I think
some tests from other persons do not hurt.

The bug is:
1. The old code doesn't handle `removedfile` event correctly
2. The old code doesn't provide attachments for type=CommentTypeReview
This PR doesn't intend to refactor the "upload" code to a perfect state
(to avoid making the review difficult), so some legacy styles are kept.

This commit adds support for specifying comment types when importing
with `gitea restore-repo`. It makes it possible to import issue changes,
such as "title changed" or "assigned user changed".
An earlier version of this pull request was made by Matti Ranta, in
https://future.projects.blender.org/blender-migration/gitea-bf/pulls/3
There are two changes with regard to Matti's original code:
1. The comment type was an `int64` in Matti's code, and is now using a
string. This makes it possible to use `comment_type: title`, which is
more reliable and future-proof than an index into an internal list in
the Gitea Go code.
2. Matti's code also had support for including labels, but in a way that
would require knowing the database ID of the labels before the import
even starts, which is impossible. This can be solved by using label
names instead of IDs; for simplicity I I left that out of this PR.
Change all license headers to comply with REUSE specification.
