2. use wg.Go as much as possible instead of Add/Done
3. simplify global lock's DefaultLocker logic to make it easier to test
4. introduce a general approach for getting external service config in
CI
5. remove unclear & unnecessary "t.Skip"
6. use modern generic syntax for remaining "DecodeJSON" calls
7. clarify test result for "list gitignore templates" and "list
licenses"
Clarify when "string" should be used (and be escaped), and when
"template.HTML" should be used (no need to escape)
And help PRs like #29059 , to render the error messages correctly.
Clarify the "link-action" behavior:

And enhance the "link-action" to support showing a modal dialog for
confirm. A similar general approach could also help PRs like

And a lot of duplicate code can be removed now. A good framework design
