- content_encoding contains a slash => v4 artifact
- updated proto files to support mime_type and no longer return errors for upload-artifact v7
- json and txt files are now previewed in browser

- azure blob storage uploads directly in servedirect mode (no proxying data)
- normalize content-disposition headers based on go mime package
- getting both filename and filename* encoding is done via custom code

This PR implemented object storages(LFS/Packages/Attachments and etc.)
for Azure Blob Storage. It depends on azure official golang SDK and can
support both the azure blob storage cloud service and azurite mock
server.

Follow up #22405Fix#20703
This PR rewrites storage configuration read sequences with some breaks
and tests. It becomes more strict than before and also fixed some
inherit problems.
- Move storage's MinioConfig struct into setting, so after the
configuration loading, the values will be stored into the struct but not
still on some section.
- All storages configurations should be stored on one section,
configuration items cannot be overrided by multiple sections. The
prioioty of configuration is `[attachment]` > `[storage.attachments]` |
`[storage.customized]` > `[storage]` > `default`
- For extra override configuration items, currently are `SERVE_DIRECT`,
`MINIO_BASE_PATH`, `MINIO_BUCKET`, which could be configured in another
section. The prioioty of the override configuration is `[attachment]` >
`[storage.attachments]` > `default`.
- Add more tests for storages configurations.
- Update the storage documentations.

minio storage iterator shows different behavior with local fs iterator.
in local fs storage:
``` go
s.IterateObjects("prefix", func(path,obj)
println(path) // show "prefix/xxx.file"
})
```
in minio storage:
```go
s.IterateObjects("prefix", func(path,obj)
println(path) // show "xxx.file"
})
```
I think local fs is correct, minio use wrong `basePath` to trim storage
path prefix.
