Backport #37244 by @JoeGruffins
Patterns starting with "/" (e.g. /docs/.*\.md) never matched because git
returns relative paths without a leading slash. Strip the leading "/"
before compiling the regex since the ^...$ anchoring already provides
root-relative semantics.
