version: update user-facing version indicators

- VIM_VERSION_LONG and VIM_VERSION_LONG_DATE do not affect plugins,
  they are only cosmetic.
- Vim-related version identifiers will be preserved for plugin
  compatibility (has("patchXXX") and v:version).
