refactor(highlight)!: optional arguments for highlight.range as table (#17462)

also update documentation

BREAKING CHANGE: signature of highlight.range is now
     vim.highlight.range(bufnr, ns, hlgroup, start, finish,
         { regtype = regtype, inclusive = inclusive, priority = priority })
