vim-patch:8.1.0303: line2byte() is wrong for last line with 'noeol'

Problem:    line2byte() is wrong for last line with 'noeol' and 'nofixeol'.
Solution:   Fix off-by-one error. (Shane Harper, closes vim/vim#3351)
