vim-patch:8.0.1447: still too many old style tests (#9725)
Problem: Still too many old style tests.
Solution: Turn a few tests into new style. (Yegappan Lakshmanan,
closes vim/vim#2509)

Exclude test_shortpathname.vim.
nvim does not support 8.3 filenames on Windows.
