vim-patch:8.2.3545: setcellwidths() may make 'listchars' or 'fillchars' invalid

Problem:    setcellwidths() may make 'listchars' or 'fillchars' invalid.
Solution:   Check the value and give an error. (closes vim/vim#9024)
