vim-patch:8.1.0815: dialog for file changed outside of Vim not tested (#28184)

Problem:    Dialog for file changed outside of Vim not tested.
Solution:   Add a test.  Move FileChangedShell test.  Add 'L' flag to
            feedkeys().
