vim-patch:8.1.1995: more functions can be used as methods

Problem:    More functions can be used as methods.
Solution:   Make sign functions usable as a method.

Make sign_placelist and sign_unplacelist accept exactly one argument.
Before, they erroneously accepted one or more arguments.
