lsp: client stop cleanups (#13877)

* lsp: client stop cleanups

* Add diagnostic clearing to client.stop() method used by nvim-lspconfig
* Clear diagnostic cache to prevent stale diagnostics on client restart

* lsp: Add test for vim.lsp.diagnostic.reset
