vim-patch:8.2.4518: the binary tag search feature is always enabled

Problem:    The binary tag search feature is always enabled.
Solution:   Remove the #ifdefs.  Add a few more tests. (Yegappan Lakshmanan,
            closes vim/vim#9893)
