052498ed42 test: improve test conventions 
Specifically, functions that are run in the context of the test runner
are put in module `test/testutil.lua` while the functions that are run
in the context of the test session are put in
`test/functional/testnvim.lua`.

a66d63f36e test, provider/define_spec.lua: fix few tests fail 
fbd6a86 changes the behavior of :command-range and no longer allows
arbitrary numbers. Adjust tests to reflect this behavior.

d1afd434f3 rplugin: Call s:LoadRemotePlugins() on startup. 
Dispense with the FuncUndefined/CmdUndefined quasi-optimization.
If there are no rplugins, plugin/rplugin.vim takes less than 1ms.

ff470bb853 functests: Check logs in lua code 
It is otherwise impossible to determine which test failed sanitizer/valgrind
check. test/functional/helpers.lua module return was changed so that tests which
do not provide after_each function to get new check will automatically fail.
