The `ArrayOf(Integer, 2)` return type didn't break clients when we added
it, which is evidence that clients don't use the `return_type` field,
thus renaming Dictionary => Dict in api_info() is not a breaking change.
Specifically, functions that are run in the context of the test runner
are put in module `test/testutil.lua` while the functions that are run
in the context of the test session are put in
`test/functional/testnvim.lua`.

Problem:
Nvim version string typically has a "build" component
but vim.version() doesn't report it.
Solution:
Add the "build" field to vim.version().

Add ext_newgrid and ext_hlstate extensions. These use predefined
highlights and line-segment based updates, for efficiency and
simplicity.. The ext_hlstate extension in addition allows semantic
identification of builtin and syntax highlights.
Reimplement the old char-based updates in the remote UI layer, for
compatibility. For the moment, this is still the default. The bulitin
TUI uses the new line-based protocol.
cmdline uses curwin cursor position when ext_cmdline is active.
API level is disconnected from NVIM version. The API metadata holds the
current API level, and the lowest backwards-compatible level supported
by this instance.
Release 0.1.6 is the first release that reports the Nvim version and API
level.

The API level may remain unchanged across Nvim releases if the API has
not changed.
When changing the API,
- set NVIM_API_PRERELEASE to true
- increment NVIM_API_LEVEL (at most once per Nvim version)
- adjust NVIM_API_LEVEL_COMPAT if backwards-compatibility was broken
