This is a port of these two patches combined:
vim-patch:8.1.1524: tests are silently skipped
Problem: Tests are silently skipped.
Solution: Throw an exception for skipped tests in more places.

because patch v8.0.1505 was not ported.
Problem: If a test function exists Vim this may go unnoticed.
Solution: Check for a test funtion quitting Vim. Fix tests that did exit
Vim.
