e0e7f65b74 refactor(detach): eliminate nvim__ui_detach #40793
Problem:
`nvim__ui_detach` was added in 85e0559d46 in order to implement
`detach_others` from Lua. Using Lua in this case is doing more harm than
good.

Solution:
Extract `ui_detach_channel`, which also allows it to be used for the
"self detach" path from `ex_detach`.

Bonus: the old MSWIN path always called `os_swap_to_hidden_console()`;
now `ui_detach_channel` only does so for a stdio channel. For the common
stdio TUI this is identical; for a socket UI it's more correct (no
parent console to swap).

Problem:
Not easy for one UI to kick the others off a shared Nvim server.

Solution:
Treat `:%detach` as detach-other-UIs.

47958bb4db fix(:restart): remove -S [file] from v:argv #40521
Problem:
Session files specified at startup `-S [file]`, logically conflict
with `:restart`.

Solution:
Remove `-S [file]` from `v:argv` when doing :restart.
Also for the "bang" variant `:restart!`, just because it's
simpler (if anyone reports a use-case later, we can revisit).

845b66dd4a feat(:restart)!: ":restart" (no bang) saves/restores session #40321
Problem:
`:restart` does not preserve window layout, etc.

Solution:
- Change `:restart` to save/restore a session automatically.
- Introduce "bang" variant `:restart!` to restart *without* session
  save/restore.
- Introduce `v:startreason`.
- `ZR` maps to `:restart!`.

28ba068372 feat(:restart): v:starttime, v:exitreason #39282
Problem:
- The `ZR` feature makes it more obvious that we need some sort of flag so that
  an `ExitPre` / `QuitPre` / `VimLeave` handler can handle restarts differently
  than a normal exit. For example, it's common that users want `:mksession` on
  restart, but perhaps not on a normal exit.
- Nvim has no way to report its "uptime".

Solution:
- Introduce `v:starttime`
- Introduce `v:exitreason`

bc6d946cca test: lint EXX error codes #8155
Problem:
- Choosing a new EXX error code is tedious.
- It's possible to accidentally use an EXX error code for different
  purposes.

Solution:
Add a lint check which requires EXX error codes to have a :help tag.
This also avoids duplicates because `make doc` does `:helptags ++t doc`
which fails if duplicates are found.

d5516daf12 fix(:restart): formalize restart event #35223
Problem:
The "restart" event has some problems:
- all UI clients must implement a somewhat complex set of setups
- UI must be on the same machine as the server
- only works for the "current" UI
- race/edge case: If the user config has errors / waiting for input, are
  all UIs able to attach while Nvim is waiting for input?

Solution:
- Perform the restart on the server, not the client.
- Pass listen address (instead of CLI args) in the UI event.
- Simplifies UI logic: they only need to attach to new address.
- Opens the door for more enhancements in the future, such as allowing
  all UIs to reattach instead of only the "current" UI.

0864939cc5 fix(restart): append -c <cmd> at end, drop -- [files…] #37846
Problem:
- `:restart <cmd>` prepends `-c <cmd>` before the original `-c` args (if
  any). So the original `-c` args may "override" it, which is
  surprising.
- Confusing logic: `v:argv` is partially prepared in `ex_docmd.c`, and
  then later `ui.c` skips other parts of it.

Current behavior is nonsense, for example this sequence:

    :restart echo "Hello"
    :restart +qall echo "Hello" | echo "World"

results in this v:argv:

    [
      'nvim'
      '-c'
      'echo "Hello" | echo "World"'
      '--embed'
      '-c'
      'echo "Hello"'
      ...
    ]

Whereas after this commit, v:argv is:

    [
      'nvim'
      '--embed'
      ...
      '-c'
      'echo "Hello" | echo "World"'
    ]

Solution:
- Append `-c <cmd>` at the _end_ of `v:argv`, not the start.
- Use a dummy placeholder `+:::` to mark where the "restart command"
  appears in `v:argv`.
- Do all `v:argv` preparation in `ex_docmd.c`. This simplifies `ui.c`.
- Drop `-- [files…]` from `v:argv` since it is probably more annoying
  than useful. (Users can use sessions to restore files on restart.)

Problem:
Not easy for a user to tell ":restart" to "run this command(s) after restarting".

Solution:
All ":restart" args following the optional +cmd arg are treated as a big cmdline that is passed as a "-c" CLI arg when restarting nvim.

Problem:
Developing/troubleshooting plugins has friction because "restarting"
Nvim requires quitting and manually starting again. #32484

Solution:
- Implement a `:restart` command which emits `restart` UI event.
- Handle the `restart` UI event in the builtin TUI client: stop the
  `nvim --embed` server, start a new one, and attach to it.

ff85e54939 feat(tui): builtin UI (TUI) sets client info #30397
Problem:
The default builtin UI client does not declare its client info. This
reduces discoverability and makes it difficult for plugins to identify
the UI.

Solution:
- Call nvim_set_client_info after attaching, as recommended by `:help dev-ui`.
- Also set the "pid" field.
- Also change `ui_active()` to return a count. Not directly relevant to
  this commit, but will be useful later.

Ref #21393

- Move default user commands to _defaults.lua as that now contains all
  kinds of defaults rather than just default mappings and menus.
- Remove the :aunmenu as there are no menus when _defaults.lua is run.

Omit feedkeys() change: even if "L" flag is implemented it will likely
use input_enqueue(), which already checks for interrupts.

Omit Test_mouse_popup_menu(): already tested in Lua.
