In Vim :redraw! uses CLEAR, which calls screenclear(), which sets
redraw_cmdline. In Nvim :redraw! uses NOT_VALID, which does not set
redraw_cmdline automatically, so set it explicitly.
Problem: Some Normal mode commands not fully tested.
