Problem: Looping over modifier_keys_table[] unnecessarily with only
MOD_MASK_ALT or MOD_MASK_CMD, as modifier_keys_table[] only
contains MOD_MASK_SHIFT and MOD_MASK_CTRL, and the loop won't
do anything.
Solution: Remove MOD_MASK_ALT and MOD_MASK_CMD from the condition.

Remove `export` pramgas from defs headers as it causes IWYU to believe
that the definitions from the defs headers comes from main header, which
is not what we really want.
Just pass p_cpo to replace_termcodes() directly.
This allows removing option_vars.h from keycodes.h, and also avoids the
mistake of passing 0 as cpo_flags.
FUNC_ATTR_* should only be used in .c files with generated headers.
Defining FUNC_ATTR_* as empty in headers causes misuses of them to be
silently ignored. Instead don't define them by default, and only define
them as empty after a .c file has included its generated header.
We already have an extensive suite of static analysis tools we use,
which causes a fair bit of redundancy as we get duplicate warnings. PVS
is also prone to give false warnings which creates a lot of work to
identify and disable.
Problem: mapset() not properly handling script ID
Solution: replace_termcodes() may accept a script ID

Problem: Code is indented more than necessary.
Solution: Use an early return where it makes sense. (Yegappan Lakshmanan,

Partial port as this depends on some previous eval and 'smoothscroll'
patches.

Allow Include What You Use to remove unnecessary includes and only
include what is necessary. This helps with reducing compilation times
and makes it easier to visualise which dependencies are actually
required.
Work on https://github.com/neovim/neovim/issues/549, but doesn't close
it since this only works fully for .c files and not headers.
Problem: The eval.c file is too big.
Solution: Move code related to variables to evalvars.c. (Yegappan
Lakshmanan, closesvim/vim#4868)

Name the new file eval/vars.c instead.
- don't immediately vim_strsave and then xfree a heap buffer.
- allow replace_termcodes to take in a buffer instead of allocating it
- grug! memory allocation bad!
This marks the following Vim patches as ported:
vim-patch:8.1.1785: map functionality mixed with character input
Problem: Map functionality mixed with character input.
Solution: Move the map functionality to a separate file. (Yegappan
Lakshmanan, closesvim/vim#4740) Graduate the +localmap feature.

vim-patch:8.2.3643: header for source file is outdated
Problem: Header for source file is outdated.
Solution: Make the header more accurate. (closesvim/vim#9186)

Also cherry-pick a change for <unique> mappings from patch 8.2.0807.
Rename map_clear_mode() to do_mapclear().
Most code in keymap.h is for keycode definitions, while most code in
keymap.c is for the parsing and conversion of keycodes.
The name "keymap" may also make people think these two files are for
mappings, while in fact keycodes are used even when no mappings are
involved, so "keycodes" should be a better file name than "keymap".
