052498ed42 test: improve test conventions 
Specifically, functions that are run in the context of the test runner
are put in module `test/testutil.lua` while the functions that are run
in the context of the test session are put in
`test/functional/testnvim.lua`.

Closes https://github.com/neovim/neovim/issues/27004.

556f8646c0 refactor(api): consistent VALIDATE messages #22262 
Problem:
Validation messages are not consistently formatted.
- Parameter names sometimes are NOT quoted.
- Descriptive names (non-parameters) sometimes ARE quoted.

Solution:
Always quote the `name` value passed to a VALIDATE macro _unless_ the
value has whitespace.

5eb5f49488 test: simplify platform detection (#21020) 
Extend the capabilities of is_os to detect more platforms such as
freebsd and openbsd. Also remove `iswin()` helper function as it can be
replaced by `is_os("win")`.

bc10a15ea7 tests: fix "api nvim_get_proc_children returns child process ids" (#10296) 
There might be an existing job already - maybe due to some other test,
but in this case there was only one failure in the test run.

TODO: "exepath" field (win32: QueryFullProcessImageName())

On unix-likes `ps` is used because the platform-specific APIs are
