Justin M. Keyes 7b764bb43d terminal: disable 'scrolloff' (fixes flicker) ...

Besides the special-case in get_scrolloff_value(), it makes sense for
'scrolloff' and 'sidescrolloff' to reflect the correct values (for
plugins, scripts, …).
