This refers to the HID Simple Haptics spec, which is currently only implemented by the Surface Dial accessory and WMR game controllers, which aren't currently exposed by the GameInput API. We can add support for other effects in the future, but for now we don't need this or the SDL_gameinputjoystick_c.h header.

Simple DirectMedia Layer is a cross-platform development library designed to provide low level access to audio, keyboard, mouse, joystick, and graphics hardware via OpenGL and Direct3D. It is used by video playback software, emulators, and popular games including Valve's award winning catalog and many Humble Bundle games.
