vim-patch:9.1.0954: popupmenu.c can be improved

Problem:  popupmenu.c can be improved
Solution: slightly refactor the logic
          (glepnir)

closes: vim/vim#16271

Replace some if blocks and combine user attr abstract to an inline
function.
